My suggestion is to work your way up the chain of command to administration and if they are not willing to take the the grade off the transcript, ask if you can retake the same course to replace the grade you received. Make sure that you bring up concerns such as, "I was not notified about not being able to drop the class until after it was over, and grades were turned in." You can also talk to the professor that taught the course, if he is "empasetic" maybe he can administratively change your grade to an "incomplete" and have you make up the work. At the university I work at the normal procedure when notified someone must miss or drop a class due to sudden serious illness is to give them an "incomplete" and have them make up missed work when they return.
