Unless this is a small PRIVATE junior college, I suspect that the directors wouldn't care if the horn was in Abb, as long as it could be played with a good sound and in tune. Since state junior colleges are usually bringing up the rear in higher ed funding levels, I'm sure the directors see the price tag on the CC, and simply can't justify the expense to their superiors and the college bean-counters. The old "It just sounds better" is often an easy way to dismiss the idea.
