you want a 5 valve tuba, new, for less than $4000? good luck, about the only one I can think of would be the amati. If you would consider used, some 186's sometimes are availible at that price, some cervenys also pop up, but 5 valve ones are rare.
You might think about a 4 valve horn, as there are hundreds of quality players left that still don't find the lack of a 5th valve to be such a huge loss.
