It took me just under 70 seconds (I actually timed it) to go from the Tube-Net to Robert King's website and do a search for "Tuba, Tuba and Band". This yielded 21 different compositions that are currently available through Robert King. Maybe you should take the time to search this list before you start making decisions.

Of the list of pieces this search yielded, there were a few that stood out to me. Bencriscutto, Benson, Hartley, Haddad, Catozzi, Strauss, and Presser all have pieces that fit your criteria. Among those not listed, I would look at the Jager and the Gregson (I seem to remember hearing that the Gregson has been arranged for winds though I'm not exactly sure what the precise instrumentation is).
