A lot of the pitch of the false tone seems to be determined by the ratio of cylindrical and conical tubing of the instrument. On most trombones, the false tone is an F. On trumpets, it's usually a G (concert F). The bigger the tubing, the lower the pitch sould be, in theory.

However, Conn 20Js usually have a solid Eb, and they're about as big as it gets. The largest horn I ever owned was a Cerveny 601 CC, and its pedal was an F# (equivalent to an E on a BBb tuba), which shows that the theory doesn't always fit.
