Where did you here that it was written for harmonica? Vaughan Williams did write a separate concerto for harmonica, but it wasn't the tuba concerto. Go pick up the article by Catelinet about the VW Concerto in the TUBA Journal from around 1986. It will explain a great deal about the back story and give you some interesting information for your paper.
