It'll always be chicken or egg. I contend what appears to be a breathing problem is, in fact, a lip-vibration problem. I don't believe the air induces the lips to their optimal vibrating position. Air is air and whether you're Jacobs or a beginner, it's still the same air. The difference is what the lips do. Where is it carved in stone taking full breaths is necessary for playing complete muscial phrases on a tuba? I don't think so and your saying it doesn't mean it's true. You need enough air for the lips to sustain a consistent frequency (pitch) and amplitude (volume) on all the notes of whatever phrase you're trying to play. That doesn't necessarily mean full breaths.
