The technology is called "compression", sort of an anti-Dolby. The basic problem is how to fit the dynamic range of a recording (90+ db for CD) into the limited range afforded by a radio broadcast. Perhaps we'll see an improvement in this area when digital radio broadcasting comes of age.

You really notice this at work in commercials. It's not just that they seem louder, but the average audio power level IS actually much higher than normal program content.
