Seems like you already know the answer to this one... It is not much of a step up. At this point , I wouldn't go for any thing less than four valves (you don't really need 5 on a BBb). On modern tubas, rotory vs. piston is a matter of preference, not quality. (I like rotors, but you son may well prefer pistons!)
Recording Bells (bell front) are another matter... I personally think that they are a tangent on the tuba's evolutionary ladder. I have never played one that I liked, but other people seem to like them. Bell up or forward should not be a primary concern, rather sound, playability, intonation, and the qualities of construction & condition. (intonation being the reason you want 4 valves)
This tuba may be a collector's item for those people who love old Conns, but as for your son's progress- he will do just as well on the Besson untill you find a good quality four valve horn.
