This is what I use and it works well for me. I just cut a piece large enough that I can comfortably rest my tuba on it without it sliding off. I just rest it in my lap and I don't hold it down with anything other than the tuba. The problem with this is that I need to reset the liner if I move my horn around on my lap i.e. laying my tuba flat on my lap for long rests. I've never had a problem with it sliding off. If I angle my horn correctly, I can get it to rest right in my lap and not have to worry about holding it with my left hand. When I'm not working the slides I use my left hand to steady my tuba so it doesn't fall forward. This whole setup works for me. Granted I'm a large fellow with fairly wide legs but I'm sure this can work for you skinnier folks.
