Binak is a fine formulation, but it's absolutely incompatible with traditional petroleum-based oils. The way it shows its dislike is to combine with the oil and make a sludgy, er, mess. So your valves initially start out fairly fast, but as the BiNak combines with the existing oil, things slow down fast.
You need to clean your valves, casings and tuning slides of all petroleum-based oil (which is what the horn probably shipped with). Tepid (not hot) water with a few drops of dishwashing (not dishwasher) detergent; use a snake in the tubes; rinse and dry. Then re-lube with BiNak only.
