A note that doesn't respond is much different from a note that is out of tune. A low "C" however is a the 2nd partial of the "C" overtone series("F" tuba with the 4th valve depressed). The fact that it doesn't resond prolly means that the bore is too small in a given area and if you look at most German "F's" you'll notice that the bore expands much more quickly through the bottom bow than through the rest of the horn. Compare that to American "Eb's" and you'll notice that the taper seems more propotionate. So most likely the problem is that the bore does not expand quickly enough though the first branch and the small side of the bottom bow.
