Here's the scoop: "Sanders" was a trade name Custom Music used for their student line, and the instruments were made by Amati with "Sanders" engraved on the bell. I don't think Custom markets this line any longer, and it's possible the rights to the name were sold to another company, perhaps in China. "Sandner" is a completely different company that made brass instruments in the late 19th Century and was located in Kaiserslautern, which is southwest of Frankfurt in Germany's Rheinland area. I know, because I lived in Kaiserslautern for 3 years, and one of my best friends once owned a Sandner CC rotary tuba. It was clearly marked "Sandner/Kaiserslautern".
