Okay, if BBb (on F tuba) requires lowering the F by 7 semi-tones, you could do this with 1+4, but this is sharp. So a long whole step 5th valve lets you finger BBb with 5+4, substituting 5 for 1, thus lowering the sharp 1+4 note a bit.
Since a 2+3 5th valve would provide a 4 semi-tone lowering action, and since you propose fingering BBb with 5+2+3 = (2+3)+2+3, which would be 8 semi-tones, I must assume that a 2+3 tuned 5th valve is really a SHARP 2+3 combo, as 8 semi-tones lower than the open F would be an A natural, not BBb. So you either lower the open F by 7 semi-tones plus a smidge more [flat 1st valve tuning], OR by 8 semi-tones minus a smidge [sharp 2+3 fifth valve].
