Don't know how well this would work, but when I bought a "basement special" tuba I wanted to clean out, I went to my local grocery store and purchased several (a set?) of plastic bottle brushes. Seems to me they cost about $2 - $3 CDN each and there were sizes which fit both the valves and most of the tuning slides.
Never did figure out how to rig up a looong flexible rod for one so I could get all the way through the leadpipe though....
