Speaking as a person who works at a "local music trap... er store", Ive got the Seiko DM-10 for $23.75. I also carry a great Seiko tuner (ST-747) for $27.95.

Just because a store isn't a big catalog house that buys "seconds" and rejects from manufacturers and sells them for less than cost; don't assume that the smaller, hometown store can't offer competitive prices with generally better and more personalized service.
Granted, some local establishments will play on the ignorance of the local folk. I have to compete against such a store(well established and well-to-do based on two basic principals, 1. pay the employees next to nothing,2. charge retail list on everything, and charge more on items you can get away with. I used to work at this store,giving me intimate knowledge of the inner workings. Let's be careful in the future with the broad generalizations
