When you have kids from a school in Middle Stickville show up with the only instruments available being fluglebones and marching baritones, you let them play. (If they can handle the music).
There is a point where being highly selective becomes a danger to the goodwill and publicity connected to these events.
Of course, if a philanthropic minded person showed up with 5 or 6 extra bariphoniums, then you could give the Middle Stickville Marching Dandelions flugelbone section something to play.
