If you have a flat whole step fifth valve I would play F 1st and Eb 1&5. The Eb might be a little flat but for a trill I don't think it would be the end of the world. Using the standard 1 for F to 23 for Eb wouldn't be terrible either although a bit awkward. If you are using a double whole step fifth I would be tempted to play Eb 23 and F 235. Works pretty well actually.

Mark F.'s suggestion of trilling 1&4 C to 2&4 Db is probably the best solution if you have a flat whole step fifth although playing open to 24 wouldn't necesarily be any harder at that point. If you have a double whole step I would play Db 3&5 and C 235.
