I can't tell you about the programs at any of those schools in particular. But if you're interested in taking lessons while at college, Dave Unland is the teacher at Ithaca College, which is the other (and better school, just kidding) college in Ithaca, where Cornell is. He is a fantastic player and an excellent teacher, as many of his students have played in many different ensembles.
As for a Large Eb vs. Small CC, it depends on what you want to do. Do you want to play more solo work? Looking for something to play all different types? I'd say to go with a CC, but I'm not sure what you want to do.
If you want a small CC, try the Conn 52 or 56J. What a great horn it is for the size. Reasonable price as well.
