The peg on the bottom, I believe, is meant to engage a harness worn by the player so as to permit marching with the tuba.

You might want to talk to our friendly "rebuilder" and have him remove the peg and lower the leadpipe so the horn is easier to play whilst seated.

It sounds like you've got the 3-valve Imperial compensator. The YBB321 is a 4-valve noncomp, with essentially the same proportions, but a less stuffy low end at the expense of the compensating feature.
