At the school you attend, the common practice has been F for brass quintets. If you can indeed play equally well on F and CC for this piece in a brass quintet setting, then choose whichever instrument and timbre sounds best in the ensemble and provides contrast with your other solo selections. In otherwords, if your solo is the Plog on F tuba, then hearing some CC would allow for contrast and demonstrate versatility and proficiency on both instruments.

In the end, the committee will not have nearly as much concern for which instrument is used as they will be for the musical product coming out of the ensemble. If I were attending your performance, or jury if you want to call it that, I would enjoy hearing a tight ensemble with interesting musical ideas.
