Being on holiday not having my usual sorces at hand I still dare to say this:
ôst. Schles. means Östereichisches Schlesien, which in turn translates to Austrian Silesia. Which means, that the instrument is pre-WWI. At least before the end of the latter.
I am less sure of Teschen, but I seem to remember, that it is a town of that area.
