Personally, I think a larger bore for the fourth valve will make more difference than with the fifth. The fourth valve tubing is really long compared to the other valves. Of course, if a fifth valve is downstream from the fourth, then enlarging the fourth-valve bore requires the fifth to be bigger as well. I think Dale is right that the reason most are larger is because they are in the tapered section after the valves.

But the fifth valve tubing (for a flat-whole-step configuration) is pretty short. The leadpipe placement certainly doesn't seem to hurt rotary tubas, and my Yamaha is the same arrangement with no apparent negative effect.
