If you can find an old Reynolds Contempora in good condition, they're hard to beat (but when they're not, they' can be godawful). They have marvelous valves, excellent tone, great intonation, and are not too heavy. My one complaint is that they overblow too easily.

I've owned Meinl-Weston and Cerveny horns, and have regularly played Miraphones, Kings, and Conns in both tubas and Sousas. The Reynolds I used for a year and a half in high school beat them all.
