I agree with you that those peices you played are great examples of music that has been played by high schools that is good, but I think you are a bit off the mark here. We are considering the mid-line of high school music (in Texas this would be "grade 3" music). And, to that, I will add that some grade 3 music has good tubas parts. For that matter some grade 2 music has good tuba parts. Not all high school bands play the repitoire that you listed in your post (although my HS does).
