If you stay with a university with a middle-rated music department, quite a few might offer a very strong scholarship, particularly if he is willing to march at football games. If he is not interested in being a music major, a strategy could be a "double" major - taking as many of the courses in the "actual" major as possible and as few in music as possible, while qualifying in the music department's eyes as one who deserves a music MAJOR scholarship (ie: artfully "buffalo" the music dept.). If he has to - as a junior or senior - dump the music major and cough up the extra tuition. Maybe by then your older ones will have graduated and some more money will be freed up.
Perhaps this is a cold strategy, but it might work.
