Tubas are bass instruments. Their music should be written accordingly in bass clef. I hear from the cornets in the brass band all the time about how you're not a "real" brass band tuba player if you can't read treble clef. I'm always tempted to transpose their parts to bass clef and throw it in front of them to see how well they can read BC on the fly! Maybe it would quiet them down a bit.
