As Mark says your Hong Kong dealer is the key person.

I have seen a contract on a deal similar to yours (about a very special and expensive flute; not for me).

As the instrument was not made yet, there was a stipulated date of delivery. With a series of rules on unforeseen situations.

If you have such a contract with your local dealer, then you should at least be entitled to some clear information from him.

In the worst case, you should be able to have your money back, so that you can find another way to get your tuba.

In my end of Europe some dealers avoid trading in Hirsbrunner instruments because of the extremely narrow margins. They refer buyers directly to the factory.
