This is the way it is done in NJ also. This used to be a big scam especially used by music stores in NYC to save their customers the high New York sales tax. They would allow people to buy a tuba in NY and then ship an empty box to the person's home and claim it was a mail order item. Jewelry stores were notorious for this. New York clamped down on this and it is much less common.

Even in the case of mail order, there is a spot on the NJ State income tax form to declare "use tax," that is tax due on items purchased out of state on which no tax was paid. I don't know anyone who actually keeps track of this and puts anything on this line.
