It makes sense, but composers who specify certain-keyed instrumentation assume certain tones, intonation, and blend from that instrumentation, and these assumptions may not turn out to be true. Different players on the same horn can sound as different as night and day; throw in different horns, and there's no way to predict the outcome. Admittedly, a given player will probably have a lighter sound on the F, but I've seen it go the other way.
