I joined a fraternity in college, and actually had a lot of support about practicing my euphonium & trombone from members of my house, only a couple of whom were also brass players.
In four years I never had a single complaint but had lots of complements and opportunities to play. This was an MIT fraternity, so it might be hard to generalize from my experience, but the opportunities are there, you just have to find the right living group.
