I don't think there is any instrument, which can be called a rotary euph. The euphonium of course has undergone a lot of developments since it started out as the original Saxhorn basse, but on a pro level the term of euphonium nowadays almost exclusively 4 valved compensating instruments.

However I accept the problems arising from 3/4 sized persons wanting to play full sized instruments, so the substitute for a euph, which might come closest could be the one linked to below here. It is available, but not from me.
