What would be fair is to offer no scholarship money at all.
The point of a scholarship is what, exactly? I see it as two-fold. One is to bring in star students to make the school look good to those who want to come with their checkbooks, and the other objective is as a tool to right whatever wrongs the donater of the scholarship perceives out there in the world. I have no problem with either, but both should be considered manna from Heaven and students should treat them with respect and deep appreciation, not as if they were a right that should be doled out on the basis of "fairness", whatever that means.
