Are you talking about the large top-action Weril, or the smaller front-action model?
I have the small one; this is what works for me:
1. Depress the first valve and tip the bell down to the left so that water from the first valve tubing goes into the other valves and down into the first bow.
2. Back in upright position release the valve.
3. Bring the bell back down and turn the tuba so that water runs back through the valveset and into the tuning slide, which is in the leadpipe.
4. Yank that tuning slide and dump it.
It sounds complicated, but the whole process takes about two seconds and I rarely need to do more that that.
