The valve set looks like a MW32 set, which has the same piping as the MW37 (Bell Model), with exception to the fourth vavle tubing, which this custom job matches neither. The person I have seen use these sets before is Matt Walters, but I wouldn't conclude that he did the job.
The horn looks a little funny, because it has a set from a tall german tuba on a squat american horn. The balance looks a little off.
I'm sure if someone were to ask Mr. Fedderly, he would know whose work this is.
