Speaking as a former Army tuba player:
Outside of the handful of Premiere military bands you'll find a mix of BBb and CC horns, and in many cases, all BBb horns. I played my personal CC, until it was damaged (by a third-party shipper) in transit to a gig in Japan. After that incident I liked the Army's BBb just fine, as no CC's were provided in that band.
Some of the better players I've worked with used BBb's. Sousa's aren't even made in CC.
If a section of BBb's sound "rough", It's likely the differences between players and makes of horns, not the KEY of their horns. I'd wager that a true blind-test would be very revealing.
