I don't think that was quite the question though. I think ZH has already cleaned the old (ie non BiNak) oil off, and is asking if BiNak needs wiping off before reapplication.
I've used BiNak on 3 tubas (2 rotary, 1 piston) for 2 years, and haven't felt the need to wipe off between reapplications (I guess we're really only talking piston horns here), although I think the manufacturers recommend wiping off with a lint free cloth.
When the valves are cleaned, however, I'd use diswashing liquid and a soft brush, then rinse thoroughly.
