This one has come up more than a few times, and the real "explanation" is not clear-cut (particularly with Eb/EEb) because at times these terms are used not to denote pitch (i.e. fundamental length) of an instrument, but to denote bore (i.e. EEb larger bore than Eb)... so it pays to take care with these terms (or to add enough information to avoid confusion).
