if you really want to risk a do-it-yourself job, you can try securing a smooth hardwood rolling pin (old-fashioned kitchen tool) in a vise and rolling the creases out of the bell against the rolling pin. With some luck, when you manage to roll the creases down smooth, you could set the tuba, bell-down, on your kitchen table allowing "high" areas in the rim to barely hand over the edge of the table. With caution - but with some controlled deliberation - you could tap the center of these high spots in the bell rim with a medium-large rawhide mallet to get the rim of the bell in more of a straight plane.
