At one time they were among the most popular tuba made, especially for school use. Conn was the largest band instrument manufacturer in the world and made these models for at least 50 years. When Conn was taken over by MacMillan publishing in 1969 their quality and reputation became so bad that people stopped buying from them. About the same time most band directors moved away from recording bells to upright bells and to smaller horns. So, when it came time to buy new horns they bought something other than Conn, the most popular being King. At one time the King factory was the largest tuba factory in the world. I don't know if that is still true.

Since they were built like tanks many of them are still around, but for some of the reasons above band directors stopped using them.
