When playing Miraphone and Meinl Weston BBb tubas, at 6' 1" in height, I was never able to rest the bottom bow in my lap. I always rested it on the chair.
In this case, if the leadpipe is too low, you can add various thicknesses of various material to raise it back up to a comfortable position. Non-skid material being recommended, of course!
