I would not start him on tuba at 9 years of age at all. I recommend starting him on euphonium (my 9 year old has her own that she calls "her tuba"). Move him up to tuba after he has grown some, has a full set of adult teeth, and has (as aluded to below) enough "nose to chin room" to handle a tuba mouthpiece.
