Steve, I dunno how much of a "go" this person wants to make with the tuba thing, but think about it, if someone wanted to get into modelling or acting, would they go a place with a beautiful mountains, beaches, with perhaps a little acting/modelling hole-in-the-wall school in a strip mall or NYC/LA? The more of an "oddball" specialty one is looking to pursue (and tuba playing is quite oddball) the more one would need to be in some huge cultural mecca, it seems to me. Further, far more connections and opportunities would exist is such a place.
