I wouldn't teach vibrato until the player can consistently play with a clean straight tone right down the middle of the horn. I've known players who had darn good vibrato, but have done it for so long that they now couldn't play a straight sound to save their lives.
Along with that, it would surely help if the player had something to say that would benefit from vibrato. Not much bugs me more than hearing a vibrato that's a total facade.
