Klaus' math is sound.
Since, however, tubas are known to be "squirrely", it is probably a good idea to design a slide that you absolutely KNOW will be too long, and keep testing the pitch (by PLAYING the instrument) until you finally cut it the the desired length/pitch.
I have built things to proper formulas before and ended with something too short...
...Time to start over.
Use Klaus's math for a general idea, start L-O-N-G, and then work your way down to the proper length.
