Go with the jaw! Try these things to develop control: play long tones starting with slow vibrato to fast then back to slow (use a wide vibrato for this exercise). This is also good for centering the sound. Try long tones with vibrato moving in quarter notes, triplets, 16ths. Get your tuba CDs and get a good idea of what different artist do. TAKE IT TO THE HORN!
