for close mic situation, there are some Shure mics for low freqencies, you might find that a bass (kick) drum mic will work. Close up i find that the mic about 2 feet away, half way between the center and the rim of the bell. If you are going to add reverb this works well.
mic from far away you will have to experiment with the room. Depending on the natural reverb (alot if the hall or room is "live"), you will not be able to add reverb later.

As said earlier, recording the tuba on two tracks, one close mic, one distant, will give you the opportunity to blend the two to get exactly what you want on tape.

In an ensemble situation (quintet) two area mics in the room and individual mics for each instrument can give you the most options.
