my highschool owned a horn with the same problem. i tried a host of different things before stumbling upon the correct (and, in retrospect, blatantly obvious) way to fix it. the bell rim didn't lay flat because the bell was slightly bent. once i rolled the dents out of the bell, the rim was once again snug, and the buzzing stopped. it's not at all difficult to do, nor is it time-consuming. of course, if you don't happen to have a bell roller laying around, it may be a bit tricky, but perhaps you've got something else that'll do the job.
