To directly answer your question, NO, you do not have to study with Mr. P to "lock in" one of the premier band jobs. There are too many folks to name that are sitting in the Army, Air Force, Marine, Navy, and Coast Guard bands that have never studied with Mr. Perantoni. To say that anything is "guaranteed" in the auditioning world is ludicrous.
