It could be sunburn. A couple of months ago I spent an hour on a beach with no sunscreen or hat. Afterwards only my nose was (very slightly) pink, but my lips were badly burned and I suffered for over a week. Subsequent research revealed that the skin on the lips is far thinner and susceptable to sunburn than most of your skin.
Now I don't go outside without SPF-30 lip balm and a hat, and I haven't had a (sunburn) problem, since.
